To change this default reality both internal and external factors come into play.
Our individual habits coupled with what others expect from us and the systems put in place to guarantee a smooth interaction could either lift us up as a species or spiral us down to extinction.
Free will and the free market?
Knowledge is power, and with great power comes great responsibility.
The role of the state is to manage the resources available to the governed population. Individuals by default will, at most times, seek their own personal benefit.
The state is a token of the public good. And so, the state having a bigger coefficient of power, holds more responsibility in any change that aims to affect all those included.
This responsibility can be materialized through actions like public policies and law making that aim to make any needed change possible.
The cyclic relationship between such policies or laws and cultural habits requires a leap of faith if we are to guarantee our survival as a species and exit any vicious cycle we might be stuck in.
The state, token of the public good, should play its role of preserver of the public good. Knowledge we possess as a species should be in the service of the species. Individuals can be blamed for the choices they make but not for the options available.
The state has the role of putting regulations and standards that force all available options into sustainable ones.
